Our Team

Josh Blackwell

Josh attended college at Southern Illinois University Carbondale where he majored in Aviation Management, minored in Aerospace Studies, and had a concentration in Aviation Flight. After receiving his Bachelor of Science, he led a successful career at the Douglas County Sheriff’s Office from May 2006 thru June 2021. During his time there, he held positions as a Telecommunicator, Deputy Sheriff, Inspector, Sergeant Deputy Sheriff, and ultimately was elected Sheriff in 2018, a position he held until his retirement from law enforcement. While at the Douglas County Sheriff’s Office, Josh received multiple awards for his work in D.U.I enforcement from the Illinois Department of Transportation as well as the Alliance Against Intoxicated Motorists. While working as an Inspector, Josh received an award from the Illinois M.E.G and Task Force Officer’s Association for a successful operation that led to the arrest of an individual supplying large amounts of cocaine in the area.

In 2013, Josh was one of seven Deputies in the State of Illinois to be nominated for the Illinois Sheriff’s Association Medal of Valor, the nomination stemming from his actions relating to a multi-county pursuit and arrest of two individuals wanted for Armed Robbery. While Josh was Sheriff, he conducted operational changes to the agency to increase efficiency and effectiveness. Josh led upgrades to numerous systems and equipment to coincide with the rapidly evolving law enforcement landscape. As Sheriff, he updated and created policy to reduce liability and ensure the actions taken were within compliance of Illinois law. Lastly, Josh served as Vice-Chairman of the Board of Director’s for MTU 13 during his time as Sheriff.

Jason Reid

Jason joined IPMG in February 2025. Prior to joining the IPMG team, Jason spent 28 years in Law Enforcement, the last 27 years with the Oak Forest Police Department. During his time at Oak Forest, Jason held positions as a Patrol Officer, Union Steward, Patrol Sergeant, Deputy Chief of Support Services, and Chief of Police. He also served on the Board of Directors for the South Suburban Major Crimes Task Force and South Suburban Major Accident Reconstruction Team.

In 2016 Jason was appointed Deputy Chief of Support Services. As Deputy Chief, he began initiatives to have all Officers attend Crisis Intervention Training prior to it becoming mandated, expanded evidence technician and lead homicide officer certification program to aid officers in career development, and conducted an overhaul of the radio communications system. During his time as Deputy Chief, he also attended the Illinois Law Enforcement Training and Standards Board course PER21C and Northwestern School of Police Staff & Command, class #446. While attending Northwestern’s advanced leadership and management class, Jason served as class President and was awarded by his peers the Franklin M. Kreml Leadership award.

After becoming Chief of Police in 2020, Jason continued efforts to enhance the agency while dealing with several complex issues and critical incidents. Including the implementation of department-wide changes required by the SAFE-T Act, space concerns in the evidence room due to long-term evidence storage caused by changes in law and building upgrades due to an aging facility. During the time Jason spent in command level positions, he built a level of knowledge in dealing with and resolving labor, legal, and infrastructure problems.

Terry McCord

Terry McCord is a Senior Risk Management/Law Enforcement Consultant with IPMG.

Terry retired from the Danville Police Department as Deputy Chief of Police after serving 30 years in Law Enforcement.

Terry began as a patrol officer, and held positions as a Field Training Officer, Community Oriented Policing Unit member, Emergency Response Unit Operator, Firearms Instructor, DUI Instructor, K9 Handler, FTO Leader, Patrol Sergeant, Patrol Commander, Deputy Chief of Police over the Patrol Division, and finally Deputy Chief of Police over the Criminal Investigations Unit.

Terry was honored with several awards in DUI Enforcement from MADD. He also received seven Department Commendations, two Division Commendations, and a life-saving achievement. Terry is certified in Internal Affairs Investigation through the Public Safety Internal Affairs Institute and is a certified Lead Homicide Investigator through the Illinois Training and Standards Board. Terry also served on the labor union board.

During his appointment in 2020 as Deputy Chief of Police, Terry assisted in the restructuring of the Danville Police Department. Terry initiated the Danville Police Department’s Domestic Violence initiative and the electronic evaluation/leadership system. Terry graduated from the Northwestern University School of Police Staff and Command and currently holds a bachelor’s degree in criminal justice from Purdue University.
